What empadronamiento is
The padrón municipal (municipal register of residents) is the register in which each town council records the people who habitually live in its area. Gran Alacant belongs to the municipality of Santa Pola, so the padrón that counts is that of Santa Pola Town Council. The certificado de empadronamiento (certificate of registration on the padrón) serves as proof of address for other administrations.
Is it compulsory?
Under the Law Regulating the Bases of Local Government (art. 15), everyone who lives in Spain must be registered on the padrón in the municipality where they live for most of the year. This includes foreigners, whether or not they have legal residence. If you have a specific doubt about your case (for example, if you split the year between two countries), ask the town council.
Why it matters
- Healthcare: the Valencian health card (SIP) requires you to be registered on the padrón in a municipality of the Valencian Community. See our healthcare guide.
- Schools: under Order 8/2024 of the Conselleria de Educación (article 31), the family address is proved with the legal representative's identity document and a recent water, electricity or telephone bill, or a rental contract. If the addresses on those documents do not match, the school may ask for a certificate of residence issued by the town council. Check the current admissions call.
- Paperwork: the certificate is requested for immigration procedures, changing a car's registration, utility contracts and other procedures.
- Discounts and municipal services: the conditions for fees, facilities and municipal services are set by each ordinance. Check the current ordinances and prices on the Santa Pola Town Council website: https://santapola.es/
Where to apply
The Town Council has two in-person service points, both by appointment:
- Main Town Council office, at Plaza de la Constitución, 1, Santa Pola.
- Gran Alacant Municipal Office, at Avenida de Escandinavia, 31. According to the municipal website, it is open Monday to Friday from 9:00 to 13:00. The same page says that only one person may enter per appointment.
There is also an online route, which requires a digital signature (electronic certificate) through the municipal online office.
How to book an appointment
Appointments are booked on the Town Council's online office (link in the sources) or by WhatsApp, on the number 666 665 167 published on the municipal website at the time of checking. For general enquiries, the Town Council's telephone number is 965 411 100.
Before you go: document checklist
- Hoja padronal (padrón registration form) completed and signed (Town Council form).
- Identity document:
- EU/EEA citizens: EU citizen registration certificate (with NIE) and your country's passport or identity document.
- Non-EU citizens: TIE (foreigner's identity card) with NIE or, if you do not have one, your passport.
- Proof that you occupy the property: title deed, rental contract or, if you live in someone else's home, a signed authorisation from the owner or tenant together with a copy of their document. The Town Council publishes a list of valid documents to prove use of the property; check it before you go.
- Children under 14: family record book or birth certificate. If only one parent attends, you may need to prove custody or have the other parent's authorisation. The details are on the municipal website.
- Bring originals and copies.
Note: if you do not yet have a registration certificate or NIE, check on the municipal website or when booking your appointment which document they accept in your case.
Deadlines and cost
- Time to resolve: the municipal website says the Town Council has a maximum of three months from the application to resolve it.
- Cost: the municipal website does not mention any fee for registration. Check the current information at https://santapola.es/areas-municipales/estadistica-padron/ or when booking your appointment.
- Deadline for registering after you move: the official sources consulted do not set a specific deadline. It is sensible to do it as soon as possible.
Steps in brief
- Gather the documents and download the registration form.
- Book an appointment on the online office or by WhatsApp.
- Go to the Santa Pola office or the Gran Alacant one.
- Afterwards, ask for the certificado de empadronamiento, which you will need for healthcare and other procedures.
Common mistakes
- Turning up without an appointment.
- Taking a rental contract without an authorisation or without a copy of the owner's document when one is required.
- Registering at a property where you do not really live.
- Not updating the padrón when you change address.
- Not renewing your registration when it is due: under article 16 of the Law Regulating the Bases of Local Government, non-EU foreigners without a long-term residence permit must renew their registration every two years. If they do not, the registration lapses.
